President
The President represents the entire membership and the best interests of the Capital Chapter. Exercises personal leadership in the motivation of other officers and membership. During the term of office, influences the establishment of goals and objectives for the Chapter. Acts as spokesperson and plays an important part in monitoring and evaluating organizational performance and effectiveness.
Duties, Responsibilities and Authority:
Within the limits of the bylaws and policies, the President is responsible and has commensurate authority to accomplish the duties set forth below:
- Presides at and attends all major Chapter meetings/events and all meetings of the Executive Committee and Leadership Team
- Sees that the Executive Committee and membership are kept fully informed on the conditions and operations of the Chapter
- Works with the Executive Committee in determining that basic policies and programs that will further the goals and objectives of the Chapter are planned, formulated and presented to the membership
- Appoints Chairpersons of Chapter committees, communities, and task forces, outlines the purpose and duties of these groups, and monitors their progress
- Sees that the organizational structure and policies of the Chapter are reviewed annually with the Executive Committee, committee/community Chairpersons, and membership
- Supports and defends policies and programs adopted by the Executive Committee
- Promotes interest and active participation in the Chapter on the part of the membership and reports activities of the Executive Committee to the membership
- Acts as spokesperson for the Chapter to the press, the public, and related organizations
- Serves as liaison between the Chapter and National ALA, through regional and national officers and staff, on special projects
- Encouraged to attend ALA Meetings held at the annual and regional conferences at which a Chapter representative should be present. If the President is unable to attend, another designee will be selected.
- Recognized as the Chapter’s official representative to the national organization
- Communicates information received at Chapter Resource Team meetings and through other methods to the Chapter’s board and members. If applicable, provides this information to the Chapter’s newsletter editor.
- Works closely with Capital Chapter Staff at Chapter Headquarters on both administrative and strategic issues concerning the Chapter
- Encourages Chapter members to abide by the ALA Code of Ethics, the ALA and Chapter bylaws and the ALA antitrust guidelines
President-Elect
The President-Elect works in tandem with the current office holder to assist in the execution of the goals of the Chapter. Presides at meetings when the current President is unable to be present. Serves as the Chapter education officer. Takes responsibility for the Chapter’s educational forum programs, and serves as a liaison between the Executive Committee and other Chapter communities and committees.
Duties, Responsibilities and Authority:
Within the limits of the bylaws and policies, the President-Elect is responsible and has commensurate authority to accomplish the duties set forth below:
- Responsible for Chapter-wide educational events as the Chapter Education Officer. In such role initiates discussions on topics, forms and chairs committees, obtains speakers and coordinates logistics
- Develops an educational calendar in conjunction with the Education Committee
- Serves as liaison between the Executive Committee and the Chapter committees/communities; reviews and coordinates Chapter programs planned by committees
- Attends all meetings of the Executive Committee and Leadership Team
- Encourages Chapter members to abide by the ALA Code of Ethics, the ALA and Chapter bylaws and the ALA antitrust guidelines
Incoming President-Elect
The Incoming President-Elect will become a non-voting member of the Executive Committee immediately following the official election at the Annual Meeting until they take office for the following year in order to gain context of ongoing Executive Committee discussions and ensure a smooth transition of administrations.
Immediate Past President
The Immediate Past President’s role is to use their knowledge and experience on the Executive Committee to assist the current President. Also serves as the Chairperson of the Nominating Committee and participates in Executive Committee meetings and decisions.
Duties, Responsibilities and Authority:
Within the limits of the bylaws and policies, the Immediate Past President is responsible and has commensurate authority to accomplish the duties set forth below:
- Selects a Nominating Committee in early June for the elected offices, conducts meetings to explain the nomination process to the committee and, with the aid of the committee, prepares a slate of non-contested candidates
- Spearheads the preparation for awards submissions at the National Conference
- Serves as Trustee to the ALA Capital Chapter Foundation
- Assumes the position of the President if the current President is unable to complete their elected term of office for any reason
- Serves as Chair of the Past President Advisory Council
- Attends all meetings of the Executive Committee and Leadership Team
- Encourages Chapter members to abide by the ALA Code of Ethics, the ALA and Chapter bylaws and the ALA antitrust guidelines
Secretary/Treasurer
The Secretary/Treasurer serves as the Chapter's chief financial officer, as well as is responsible for many of the administrative functions of the Chapter. This position encompasses responsibilities for all financial matters related to Chapter operations. During the term of office, the Secretary/Treasurer will assist in the implementation of policies and procedures to ensure efficiency in the administration of the Chapter.
The Secretary/Treasurer also serves as the mentor to the Secretary/Treasurer-Elect and has the responsibility of ensuring adequate transition of records and knowledge required for the continued operation of the Chapter.
Duties, Responsibilities and Authority:
Within the limits of the bylaws and policies, the Secretary/Treasurer is responsible and has commensurate authority to accomplish the duties set forth below:
- In accordance with Chapter bylaws, coordinates with the Executive Committee and Capital Chapter Staff at Chapter Headquarters to prepare and present (for membership approval) a budget for the fiscal year
- Coordinates with Capital Chapter Staff at Chapter Headquarters to prepare and present a monthly financial report to the Executive Committee noting current (monthly) revenues and expenses and variances from the budget
- Reviews and reconciles monthly bank statements in coordination with Capital Chapter Staff at Chapter Headquarters
- Administers the Chapter’s Travel Policy and provides an orientation to the incoming Executive Committee and Leadership team regarding the Travel Policy at the start of the Chapter year
- Reviews and approves disbursements
- Serves as Chair of the Salary Survey Committee
- Reviews annual tax returns
- Works with Secretary/Treasurer-Elect and Capital Chapter Staff at Chapter Headquarters to prepare and distribute minutes of Executive Committee meetings
- Works with Secretary/Treasurer-Elect and Capital Chapter Staff at Chapter Headquarters to prepare and distribute minutes of the Annual Meeting
- Forwards a copy of the final minutes to Capital Chapter Staff at Chapter Headquarters to be submitted to National ALA
- Trains the Secretary/Treasurer-Elect to ensure a smooth transition
- Performs additional duties as directed by the Executive Committee
- Attends all meetings of the Executive Committee and Leadership Team
- Encourages Chapter members to abide by the ALA Code of Ethics, the ALA and Chapter bylaws and the ALA antitrust guidelines
The Secretary/Treasurer, Secretary/Treasurer-Elect and President are authorized to be signatories on all banking accounts of the Chapter. The President is a co-signatory on all accounts. All disbursements from the Chapter bank accounts shall bear two signatures to be a valid disbursement. The Secretary/Treasurer is also authorized to sign all reports, tax returns and other required filings as an officer of the Chapter with Executive Committee approval, when required.
Secretary/Treasurer-Elect
The Secretary/Treasurer-Elect is a non-voting member of the Executive Committee. The Secretary/Treasurer-Elect works with the Secretary/Treasurer to perform the financial and administrative functions of the Chapter. This role includes facilitating the execution of the Secretary/Treasurer’s duties and responsibilities should the current office holder be unable to perform the tasks of the Secretary/Treasurer. During the term of office, the Secretary/Treasurer-Elect will learn the responsibilities and duties of the Secretary/Treasurer by close coordination and communication between the two. It is incumbent upon the Secretary/Treasurer-Elect to have a firm understanding of the financial operations of the Chapter when they assume the responsibilities of Secretary/Treasurer to ensure smooth transition of administrations.
Duties, Responsibilities and Authority:
Within the limits of the bylaws and policies, the Secretary/Treasurer-Elect is responsible and has commensurate authority to accomplish the duties set forth below:
- Coordinates with Secretary/Treasurer to review reconciled monthly bank statements and prepare monthly reports as a method of understanding the Chapter’s operations
- Works with Secretary/Treasurer and Capital Chapter Staff at Chapter Headquarters to prepare and distribute minutes of Executive Committee meetings
- Works with Secretary/Treasurer and Capital Chapter Staff at Chapter Headquarters to prepare and distribute minutes of the Annual Meeting
- Prepares and distributes minutes of Leadership Team meetings
- Plays a prominent role in the preparation of the budget for the succeeding year during which the Secretary/Treasurer-Elect will assume the duties of the Secretary/Treasurer
- Serves as back-up to the Secretary/Treasurer
- Serves as Co-Chair of the Salary Survey Committee
- Attends all meetings of the Executive Committee and Leadership Team
- Encourages Chapter members to abide by the ALA Code of Ethics, the ALA and Chapter bylaws and the ALA antitrust guideline

Duties, Responsibilities and Authority:
Within the limits of the bylaws and policies, the Vice President Community Services is responsible and has commensurate authority to accomplish the duties set forth below:
- Oversees and directs the charitable activities of the Chapter
- Provides content to keep the Community Services section of the website up-to-date
- Solicits input from members and business partners on charitable activities
- Plans events and fundraisers on behalf of the selected organizations
- Manages the call for volunteers for selected outreach programs
- Coordinates Chapter activities with the ALA Capital Chapter Foundation
- Manages the Toni K. Allen Scholarship selection process
- Attends all meetings of the Executive Committee and Leadership Team
- Encourages Chapter members to abide by the ALA Code of Ethics, the ALA and Chapter bylaws and the ALA antitrust guidelines
Vice President Community Services-Elect
The Vice President Community Services-Elect is a non-voting member of the Executive Committee. The Vice President Community Services-Elect works with the Vice President Community Services to manage the Chapter’s community service efforts. This role includes facilitating the execution of the Vice President Community Services’ duties and responsibilities should the current office holder be unable to perform the tasks of the Vice President Community Services. During the Term of office, the Vice President Community Services-Elect will learn the responsibilities and duties of the Vice President Community Services by close coordination and communication between the two.

- Works with the Vice President Community Services to coordinate all community service programs and initiatives for the Chapter

Vice President Business Partner Advisory
The Vice President Business Partner Advisory serves as the main point of contact to the Business Partner community. The position encompasses responsibilities for all Business Partner matters related to the Chapter.
Duties, Responsibilities and Authority:
Within the limits of the bylaws and policies, the Vice President Business Partner Advisory is responsible and has commensurate authority to accomplish the duties set forth below:
- Coordinates with Capital Chapter Staff at Chapter Headquarters to design the Business Partner program and communicate the benefits of the program to Business Partners and members
- Monitors the Business Partner section of the website for accuracy
- Communicates a clear understanding of the importance of Business Partners to Chapter members
- Conducts New Business Partner Orientation and Business Partner Program Rollout meetings
- Communicates with Business Partners to collect feedback
- Participates in the ALA Business Partner listserv
- Attends all meetings of the Executive Committee and Leadership Team
- Encourages Chapter members to abide by the ALA Code of Ethics, the ALA and Chapter bylaws and the ALA antitrust guidelines
Vice President Business Partner Advisory-Elect
The Vice President Business Partner Advisory-Elect is a non-voting member of the Executive Committee. The Vice President Business Partner Advisory-Elect works with the Vice President Business Partner Advisory to manage the Chapter’s Business Partner Program. This role includes facilitating the execution of the Vice President Business Partner Advisory’s duties and responsibilities should the current office holder be unable to perform the tasks of the Vice President Business Partner Advisory. During the Term of office, the Vice President Business Partner Advisory-Elect will learn the responsibilities and duties of the Vice President Business Partner Advisory by close coordination and communication between the two.

Vice President Communications
The Vice President Communications serves as the main point of contact for the Chapter’s communications - website, newsletter and social media accounts. This position encompasses responsibilities for all communication matters related to the Chapter.
Duties, Responsibilities and Authority:
Within the limits of the bylaws and policies, the Vice President Communications is responsible and has commensurate authority to accomplish the duties set forth below:
- Oversees and directs the communications activities and initiatives for the Chapter, including, but not limited to, the monthly Capital Connection newsletter, weekly News in the Capital Chapter emails, and Capital Chapter social media accounts
- Coordinates with Capital Chapter Staff at Chapter Headquarters to collect and disseminate content for the newsletter, weekly emails and social media accounts
- Coordinates with Capital Chapter communities and committees, including the Education Committee, to promote programming on social media
- Prepares and send an editorial calendar to the Board, the newsletter graphic designer, Capital Chapter Staff at Chapter Headquarters and to newsletter contributors, as necessary
- Makes follow-up phone calls to Capital Chapter Staff at Chapter Headquarters and contributors prior to the due date to finalize issue contents
- Attends all meetings of the Executive Committee and Leadership Team
- Encourages Chapter members to abide by the ALA Code of Ethics, the ALA and Chapter bylaws and the ALA antitrust guidelines
Vice President Communications-Elect
The Vice President Communications-Elect will be a non-voting member of the Board. The Vice President Communications-Elect works with the Vice President Communications to manage the Chapter’s communications - website, newsletter and social media accounts. This role includes facilitating the execution of the Vice President Communications’ duties and responsibilities should the current office holder be unable to perform the tasks of the Vice President Communications. Vice President Diversity Equity and Inclusion
The Capital Chapter of the Association of Legal Administrators has a standing committee on diversity equity and inclusion. In tandem with ALA Headquarters, the mission of the Capital Chapter is to increase awareness of, and sensitivity to, diversity within our Association and the local legal community.
Duties, Responsibilities and Authority:
Within the limits of the bylaws and policies, the Vice President Diversity Equity and Inclusion is responsible and has commensurate authority to accomplish the duties set forth below:
- Attends monthly Diversity Equity and Inclusion Committee meetings on behalf of the Board
- Provides the Board with ideas for educational programs, community service and/or public awareness events to increase sensitivity to diversity within the Chapter and in the legal community
- Coordinates with Vice President Diversity Equity and Inclusion-Elect, the Diversity Equity and Inclusion Committee and President-Elect to plan the Diversity program speakers and agendas
- Monitors the Diversity Equity and Inclusion section of the website for accuracy
- Utilizes ALA’s National Committee on Diversity and Inclusion Scorecard for Chapter Leaders to continually increase awareness of diversity and inclusion within the Chapter
- May perform other duties as specified by the President or the Board of Directors
- Attends all meetings of the Executive Committee and Leadership Team
- Encourages Chapter members to abide by the ALA Code of Ethics, the ALA and Chapter bylaws and the ALA antitrust guidelines
Vice President Diversity Equity and Inclusion-Elect
The Vice President Diversity Equity Inclusion-Elect is a non-voting member of the Executive Committee. They will be the Chair of the Diversity Equity and Inclusion Committee and works with the Vice President Diversity Equity and Inclusion to manage the Chapter’s Diversity Equity and Inclusion Committee. This role includes facilitating the execution of the Vice President Diversity Equity and Inclusion duties and responsibilities should the current office holder be unable to perform the tasks of the Vice President Diversity Equity and Inclusion. During the Term of office, the Vice President Diversity Equity and Inclusion-Elect will learn the responsibilities and duties of the Vice President Diversity Equity and Inclusion by close coordination and communication between the two.

- Serves as Chair of Diversity Equity and Inclusion Committee

Committee/Community Chair and Co-Chair
Consistent with the Chapter’s policy and strategic plan, committee/community Chairs and Co-Chairs guide their committees in their work as outlined by the scope of work and charge from the Executive Committee.
Responsibilities:
- Manages the group’s meeting schedule and notifies the group of upcoming meetings
- Creates and distributes meeting agendas
- Reports to the group on decisions of the Executive Committee that affect the group’s work or activities
- Where appropriate, makes policy recommendations to the Executive Committee
- Provides continuity and clearly defined succession of the Chair and Co-Chair positions. Articulates any leadership succession issues to the Executive Committee well in advance of the Change of Gavel.
- Provides formalized feedback on all guest speakers to Chapter Headquarters within one week after the meeting
- Provides newsletter write-ups on all guest speakers with photos to newsletter editor in a timely manner
- Assumes responsibility for the theme of one of the monthly newsletters by providing 3 articles (with reprint permission when appropriate) to the newsletter editor by the 8th of the month for which they are responsible
- Provides at least one representative to the Benefits of Membership meeting to make a brief introduction of their community or committee
- Attends all Leadership Team meetings and/or conference calls
